Russia to share with the PRC its experience in the field of metrology legislation

Cooperation in the field of ensuring the uniformity of measurements was discussed at a meeting of the Head of the Federal Agency on Technical Regulating and Metrology (Rosstandart) Alexey Abramov and Vice-Minister of the State Administration for Market Regulation of the People’s Republic of China (SAMR) Mr. Qin Izhi. The event took place at Rosstandart’s offices on April 30, 2019.
SAMR is a public authority in China. One of its tasks is to build a national quality infrastructure, including metrology, standardization, certification, testing, and accreditation. SAMR carries out quality assurance and industrial development activities and conducts monitoring and supervisory activities to ensure the quality of food products, medicines, and special equipment.
The meeting with the Chinese SAMR colleagues was attended by the representatives of Rosstandart – Deputy Head Sergey Golubev, Head of Metrology Department Dmitriy Gogolev, Head of Administrative and External Relations Department Maria Pishchulina, and Director of the Russian National Flowmetry Research Institute Vladimir Solovyov.
Discussion of the aspects of Russian legislation was the central theme of the meeting. Chinese legislation in the field of metrology was developed back in the 1980’s with the support of the USSR, and today the PRC would like to learn from the Russian experience of modernizing the legal framework in the free market context. Key issues included the division of regulation in the field of metrology between the public and private spheres, as well as the division of powers of metrologists and monitoring and supervisory authorities in the field of metrological supervision in order to exclude conflicts of interest.
Today, the Russian-Chinese cooperation is carried out within the framework of the Working Subgroup on Metrological Assurance of Accounting for Energy Resources of the Permanent Russian-Chinese Working Group on Standardization, Metrology, Certification, and Supervisory Control. The meeting of the subgroup was held late last year in Yekaterinburg. Next meeting is scheduled to be held in China in 2019.
«The knowledge and solutions of Russian scientists in metrology are recognized worldwide today. The development of cooperation with China confirms the credibility of the Russian experience and technology and contributes to a broader cooperation with other countries. I expect that we will continue to strengthen ties and exchange information on regulatory legal enactments and standards in the field of ensuring the uniformity of measurements», noted Alexey Abramov.
