Accreditation in the digital economy is one of the topics of INNOPROM-2018

Oleg Maltsev, Deputy Head of Federal Service for Accreditation (RusAccreditation), spoke at the conference of the Russian Union of Industrialists and Entrepreneurs “The role of standardization in creating digital production” within the international industrial exhibition “INNOPROM-2018” in Yekaterinburg. He spoke about the importance of a complete transformation of the IT-infrastructure of the national accreditation system and the Service’s work "to the digital" transition.

The creation of effective tools for automating the daily activities of the participants of the national accreditation system and new services for a wide range of consumers is one of the main priorities of the Department. The demand for public information resources of the Federal Service for Accreditation is growing rapidly. And in accordance with the Federal Law on Accreditation, the Service is consistently improving the federal state information system in the field of accreditation (Federal Government Information System of Federal Service for Accreditation (FGIS RusAccreditation)) - the main instrument for digital transformation of the accreditation system.

"Since 2014, the daily load on FGIS RusAccreditation has increased by a total of more than 11 times, which best characterizes the level of processes digitization of the national accreditation system", the representative of the Service said. This required the introduction of new capacities and identified the transition to FGIS 2.0.

"The transition to the "digital" is obviously a challenge, requiring the provision of quality infrastructure and platform solutions that provide the points of growth of the necessary transformations. It will determine the success of such tasks as, for example, one hundred percent transition to the provision of services not only in electronic form", Oleg Maltsev said. In his opinion, the determining factor of success in this direction is the development of a digital mentality, the organization of field management based on data - the analytics results.

A key element of GIS 2.0. was the introduction of the Configurator of electronic areas of accreditation. Many Federal agencies took part in the formation of reference books for this Configurator. According to the results of this stage in the development of the system, the expected result is the growth of its performance by more than 10 times. It will significantly reduce the time costs by users and applicants with the system; it will allow the Service to achieve higher rates of speed and quality of document processing and their analytics.

"In the future, it is proposed to move to the use of accreditation exclusively in electronic form, we assume that in the near future we will move completely to electronic document workflow during the accreditation process", Oleg Maltsev said. There will be not only new possibilities for finding information, but also to analyze and conduct "smart control", for example, taking into account the connections of the accreditation area, test capabilities (equipment) and laboratory personnel data.

The introduction of electronic areas of accreditation offers sufficient prerequisites for the creation of electronic services for a wide range of users – citizens of the EAEC member states of, the qualitative transformation of the consumption culture and fair market competition.

"We plan to implement the transition to electronic accreditation certificates, certificates and declarations. Completely abandon paper-based media. A record in the registers and the contained information in them will be relevant", – said the representative of the Department.

From the point of view of the organization of internal activities, Federal Service for Accreditation (RusAccreditation) will move to the management of electronic passports of accredited persons, giving a complete picture of the current competence, testing capacity of accredited persons and their loading.

For a full transition to digital interaction, it will be necessary to overcome not only technological, but also a number of organizational challenges associated with the transition to the optimal scheme of electronic document workflow.

"For example, from September 1, 2018, certification bodies in certificates will not be able to specify test reports, issued by laboratories to others, or such protocols, information about which will not be declared by laboratories as the results of their activities", the Deputy Head of the Department reported. Similar solutions are expected to be implemented in the future in respect of protocols issued to applicants for Declaration of conformity.

At the end of his speech, the representative of the national accreditation body made a special emphasis on the technologies of the near future and noted that the transition to industry 4.0, the Internet of things, the virtual testing, the use of remote conformity assessment technologies, requires now to prepare their own regulatory documents and the necessary infrastructure.
